Whirlpool separates the touchpad from the board behind it in its own code table, and that is the distinction that matters here. Its wording for F2 is that the keypad reported a problem to the control board, and for F2 E1 that there may be a problem with the user interface or keypad or the associated wiring. A lit display with a dead keypad is a specific finding, not a general failure.

Rule out the lock, then the power, then decide
Look for a control lock — most of these machines lock the panel with a long press on a marked button, and a locked panel is completely unresponsive by design. Then cut the power at the breaker or the plug for a full minute and restore it; a control that has been confused by a power interruption often comes back and Whirlpool's own instruction for most of its microwave codes is exactly this. If some buttons work and others do not, look closely at the panel surface: a raised or bubbled area over a key is a membrane that has lifted, and that is the diagnosis.
What it usually means, by the kind of machine
Whirlpool sells one appliance in several forms — a top-loader with an agitator and one without, a front-loader, a stacked pair, a laundry tower and an all-in-one; a vented dryer, a ventless one and a heat pump — and the same behavior points at different things on each of them. A top-load washer has no drain pump filter to open and a front-loader does, which is the whole first hour of the same complaint on two machines.
- Over-the-range — Mounted above a range in the steam and the heat of everything cooked below it. That environment is hard on a membrane keypad and it is why this failure is more common on this mounting than any other.
- Built-in — Cooler position, longer life, and Whirlpool still publishes a control panel bubbling page for these specifically.
- Countertop — Same keypad design, and the cheapest of the three to replace outright. That is worth saying honestly before a part is ordered.
An over-the-range microwave lives in the worst place in the kitchen
It is mounted directly above a range, so every pot of pasta and every pan of oil sends steam and grease up past its control panel. Whirlpool sells enormous numbers of these because they solve two problems with one appliance — a microwave and a hood in the space of one cabinet — and the price of that is a membrane keypad living in a steam bath for ten years. When we see a bubbled panel on an over-the-range unit, it is the mounting position that did it rather than anything the owner got wrong.
Wi-Fi codes are not keypad codes
One thing worth separating: Whirlpool's FC family on these machines is about the network connection, and its own page for FC E1 says the appliance could not connect to the router and lists signal strength and the router itself among the causes. A microwave that shows an FC code and works perfectly is telling you about your wireless, not about the appliance, and it does not need a technician.
